As it should be. And I think the opposite would happen...
Non-conference games are nowhere near "balanced" across the country. I never bought into the idea that a non-conference game (Clemson v. Georgia, VT v. Ohio State, ND v. anybody LOL) should be a negative for a team's playoff changes if they lose. Especially comparing the against another team with middling non-conference wins.
I think college football needs to get back to rivalries and interesting matchups. And stop fretting about the playoffs. Honestly, if non-conference games did not matter for playoffs... I think more interesting matchups would result. Why not schedule a bunch of compelling Power-5 opponents that bring in fans and TV ratings. And win or lose... you still have your conference championship to play for.
